This shield has been around for a while, but no one in their right mind would really use it unless an admin just happened to give one out and someone decided they needed a shield at a low level.  I think a low level shield is a great idea, but somehow it would be nice to see it introduced into the server.  Either smithable or as something you have to buy.  Otherwise it will just stay in #w land and never get any real use.
