You can't get Battle Rings without Tokath, as far as I know.

Yep tokath spawned them on random enemies around the map..

Tokath on pcrpg was actually a character connected in game through a player client, that served as a bot. Cody actually took it a step further when we ran the crucible server, and had tokath integrated straight into the server code, which was kind of nice.
