It isn't a dual CPU.  It just utilizes dual instruction handlers to keep the pipelines fuller so you get some more performance...all pipes are rarely processing on a non-HT P4.

As a point of history:  Our last server clear was on September 27, 2004.  That is 4963 days ago (13.6 years) as of today.
