I've been having the problem, and I've got Cox cable internet in the San Diego area, I just got issued a new IP and some other stuff, and the problems seem to be fixed.

Others might want to do the same and see. Good luck, hope this helped.

I ran norton windoctor from my systemworks, and haven't had the problem since..
