You dont need any special powers to run your own quests.
Just level yourself up to a high level and work within the confines of the map as it is.
I used to run quests myself on a reguler basis.set things up yourself and do a global to anyone who wants to participate. It could be anything from hiding packs over the map (too easy for high levels to dominate) to having a question and answer thing.
If you can get one of the admins to come on and set things up for a special zone, that would work but they would essentially be running the show. It is doubtfull that they would do so for you unless they were really bored because as others have already said... people come and go all the time. also, I dont know how it is now, but reguler players like myself and a few others like jonah would run these quests on a reguler bais as well giving away millions at a time not to mention rare stuff like keld. One more is not that big a deal.
Just use your imagination and work with what you have.
