Negative.

I would say that it's the post drug exposure depression that makes them write good songs... but only the drug addicted people.  Not every music artist who made good music was on drugs or drink.  Take the group "Jethro Tull" for exampe.  Excellent music.  Or how about Frank Zappa... I think he was king of making fun of the artists who were on drugs while making their music.  Also listen to "Oingo Boingo" or "Danny Elfman" as they don't do drugs and drink while planning out their next jumble of notes and voice.  If you're not farmilliar with any of these mentioned artists, you should go check them out.  They're some of the best musical talent I can think of at the moment.

But in any case, it is not the drugs or alcohol that make people write good music.  If anything, I have heard more crappy music from drug addicts than from truly musically skilled people.

If you want to make good music, you have to set an objective goal for a song, take an angle or style that suits the theme of the song, and then be a damn good composer.  That means you work hard testing out what sounds good and what sounds bad, then come to a conclusion for each composition.
