Decent video card

Ok guys, I need you to recommend me a good video card under 120 bucks, that is not AGP.

I would like one that gets at least 70 fps on Counter Strike

Video cards aren't everything when it comes to fps.

I suggest a GF4 MX440 or MX420 if they don't make 440 in PCI.

Radeon 9200.  Best you can get for PCI.  Might take a bit of online digging to find a place to buy it though.

Dont get 9200SE.  Its a crapped down version.

Recommended if you want to play a few of those upcoming games (HL2 and Doom III)...

I am torn here because I really want to support the 9100 and 9200 (though I cant find any 9200 pci's available anymore), yet the 5200 is a DX9 card and can use some features that the 9200 cant (though you wont notice cause the 5200 IS crap.

The amount of RAM found on the 5200 is irrelevant because it does not have enough pipelines to support that much.  So a GF3 ends up being faster than it... Wait... GF3... are those found in PCI?

I think your priorities are kinda loopy here, bud.  If you can't use AGP, you shouldn't be looking for a modern video card.  Upgrade that mobo and proc first!

He actually has a adequate setup.  Unfortunately, Dell cut corners and ships his computer with integrated graphics and no agp slot.

You can't do anything intensive with PCI, as the bandwidth is so low.  CS would do fine, along with Quake 2, but modern stuff might swamp your bus easily, causing long load times and impared response.

PCI express (16x) is coming soon.  Thatll change that.

Actually, I thought the bus speed doesnt really matter.  The speed (2x, 4x, and 8x) isnt really the bottleneck when it comes to graphics cards.
