If you arent able to get into the display properties in regular mode, reach safe mode like they said.

Right click on desktop, click properties, then:

Oh, I see that you cant see in either way.   Yeah, I think you are screwed.  Try adjusting the monitor from the buttons/dials that are located onboard the monitor.  Perhaps you can reset some settings there.

my driver for my new graphic's card won't install unless the video card is in there, can't install it unless i can see it!

Haha, bluelight ISP.  Good 'ol free Kmart internet.

It looks like your new card is defective.  Because you should still be able to see stuff (in bad color) even if you dont have the drivers.  RMA it and get a replacement.
