Yes, in my opinion. (T1 fans seem to enjoy it more than T2 fans did. You'll have to remember its a new game, not an update from the others.)
Compared to what we are used to, small. Ski/Cap routes are easily marked in hillsides. Flags are, on most maps, easy to get without having to slow down. With the absence of better turrents and deploable force fields rapping is going to be a big problem. A good part of the smaller levels is that it keeps the flag in motion. Unlike T2 where if a player got the flag, and out of the base on a decent ski route he was gone, now its easier to chase and throw them off with a disc shoot on the way back to their base.
Mortors can blast you through base walls, through terrain, and through the map box, allowing you to attain speeds of 30k+ mps. There are still spots in maps where the players can get stuck. Or where you can come to a complete stop (while sking) if you hit the ground at a bad angle.
(I also think you should be able to cut grappler cords by shooting either the cord or the hook, but thats just my belief.)
From the beta, not much has changed really. I think that players have gotten heavier, ie they fall faster, and are harder to push when you shoot them with the discs. I think that you've also been giving more control of your player in the air and while skiing.
