Not unless you go into some detailed code, which is undoubtedly not covered in that book. Sure, you can Kill Filename most stuff, but system files that are in use can't.
Just don't count on it. Use a Win98 boot disk and type:
format C:\
unless it's an NT/2k/XP machine:
-use the windows setup CD
Let it start and go through the menus saying you do want to install. Select all the partitions and press D. Create a new one and let it format, then quickly press restart & pull the CD.
Oh course, if I hear you used either of these methods against anybody, I won't mail you a cookie but a 5.56x54 round instead. Rigged to fire on open
