Although it would be funny for them to get a call/visit from the local police regarding a tribes RPG server, I don't think it would be worth the legal fees to scare some little kids. What goes around comes around.. they'll either learn their lesson or get what they deserve.
You could always notify his ISP and let them warn him..
I warned PEACH's ISP (after he logged on Particle and asked for the admin password) and they replied with this:
